ARTICLE I. NAME
Engineering Graduate Student Association at UCSC (EGSA).
ARTICLE II. PURPOSE
The purpose of this
association is to represent the graduate students within the school of
engineering, to promote the
academic and social interaction between students of the different
departments within the school of engineering,
and convey their interests to the faculty, administration and staff.
ARTICLE III. MEMBERSHIP REQUIREMENTS
Every student
enrolled in a graduate program within the school of engineering is
automatically considered
a member.
ARTICLE IV. OFFICERS
A. The EGSA
shall have an Executive Committee. The Executive Committee shall have
three members elected from the EGSA
membership: President, Secretary, and Treasurer. The President shall be
chief executive officer and official
representative of the EGSA. The Executive Committee shall be
responsible for recommending policy
to the EGSA Council and carrying on official EGSA business between EGSA
Council meetings,
to be approved by the EGSA Council at the Council's next meeting.
B. The order of
succession for the EGSA officers shall be: President, Secretary, and
Treasurer. In the absence of the
President, the duties of the President follow the order of succession.
C. Officers
shall be elected by a majority vote of the EGSA Council from among EGSA
members. Only
in case the department representative position is not filled, an
officer may serve as both an officer and a department representative.
ARTICLE V. COUNCIL
A. The governing body of the EGSA shall be the EGSA Council.
B. The Chair of the EGSA Council shall be the President.
C. The voting members of the Council shall be the department representatives and
Executive Committee members, excepting the Chair. In the case of a tie, the Chair may vote.
D. A quorum
shall exist when at least 1/3 of the EGSA Council is present. No EGSA
Council meeting may proceed without a quorum.
E. Council
members must be present at the meetings to cast votes.
F. The council may, by 2/3 vote, remove an Executive Committee member
for cause.
G. The Council
shall meet at least three times per quarter, and shall establish a
regular meeting time
and place.
ARTICLE VI. DEPARTMENT REPRESENTATIVES
A. Each graduate
program in the school of engineering shall have one representative
within the council.
B. This position
will be fulfilled by the GSA representative of that department.
ARTICLE VII. CONSTITUTIONAL AMENDMENTS AND BYLAWS
A. Referenda may
be approved for ballot by a majority vote of the Council or by an
initiative. An initiative
must be signed
by at least ten percent of the EGSA members.
B. A ballot
shall pass by 2/3 majority of the members, with a required minimum
participation of 1/4 of the
electorate.
C. Constitution
shall only be amended by referendum.
D. Bylaws
conforming to this constitution may be adopted, amended, or deleted by
a majority vote of the
entire Council.
